It's a scent 'thing.' I just got an additional litter box and it quit happening. As for the blinds, get some 'sticky paws' which is pretty much double-sided tape. Put it on the windowsill and he will quit jumping up on it! They hate sticky stuff on their paws! Hope this helps.
